    yup.

    they're called voice changer toys from the early 80s.

    just break open the electronics box and go to town with some serious DIY work.

    software vocoder, tweak some settings.

    hardware: Roland VP-330 Vocoder Plus, which is the one used for the cartoon series. this is probably a little harder to obtain these days, so you'd have to go hunting.
